Realizing the Capitol has its own unique culture and way of communicating, and interested in the manner in which business interacts with government, Bill Jr. enrolled in an Executive MBA program in 2011 to better represent client needs.

Bill Jr. has been in and around government and politics since birth. Born in Washington while his father worked on Capitol Hill, he started working in political campaigns with his politically active parents as a toddler. As a teen and young adult he volunteered in various political campaigns, while working part-time at Barnaby & Barnaby. After completing his undergraduate studies he joined the firm full time in the early 1990s.

Since joining Barnaby & Barnaby, Bill Jr. has developed policy expertise in many areas, represented a wide variety of client interests, and served as executive director to a client of the firm from 2000 to 2008. Bill Jr. looks forward to helping those unfamiliar with the Capitol culture, especially businesses, interface with California state government.

Bill Jr. holds a Bachelor of Arts degree (Government) from St. Mary's College, a Juris Doctor degree from Lincoln Law School, and a Master of Business Administration degree from California State University, Sacramento. Bill Jr. has been registered as a lobbyist since 1990, admitted to practice law before the state and federal courts in California since 2000, and licensed as a California insurance agent/broker since 2010.
